[WIP] - dev-server enable bind and kea

Relates to: #807
Depends on: #809

Modularizing the Bind and Kea configurations for Scale and using them for the dev-server. Were opting to use the services on bare metal for now since its more straightforward for testing #752

Previous Behavior

• Bind and Kea configurations were only consumable by the nixosConfiguration.core{master,slave}

New Behavior

• Bind and Kea configurations are modular and consumable by other roles
• dev-server consumes bind-master and kea-master

Tests

• Testing them on the dev-server and the test Expo network inside the colo
• TBD: core{master,slave} tests should still work when consuming from modules
