Kepler 21b - A new world awaits!

What is this?

This PR is aiming to introduce assets for a new series of maps set on a nearby exoplanet Kepler-21b. Primarily event oriented, but I do seek to add a permanent map for prospectors to enjoy via their shuttle in good time.

What exactly is added?

Sprites:

• Adds a re-color of rock walls, cold rock walls.
• Adds new lighting objects - marking sticks. Sticks stuck in the ground to, well, mark things.
• Adds dynamically generated turf icons- primarily three different kinds of shale that smooth themselves out and have edges, much like grass. Sprite credits to CM-SS13, shared under Creative Commons license. No alterations have been made!

Sounds:

• Two new howling wind sounds (indoors and outdoors). Also shared under Creative Commons, see licensing.txt for details

Areas/Code:

• Adds light-emitting snowflakes, to give the planet it's signature blue, cold, sad hue.
• Adds two new areas (barren planet and barren planet - indoors) to reflect the sound environment. This is so that the wind sound would change while indoors.

side note:

github users i must ask u to not spoil this planet for those who aren't on here, i wanna make the reveal an in-game event after glitchy's faceless arc takes a turn towards the end!
