This PR sets the Compute Unit limit of each transaction by:

Setting the limit to 1.4 million manually (the maximum CUs a transaction can use).
Simulating the transaction before sending it.
Using the unitsConsumed value in the result to update the setComputeUnitLimit instruction data.
Sending the transaction whilst skipping preflight.
