@leighmcculloch , can the latest variant refer to rc's or should it wait for 'ga' release, i.e. horizon-v22.0.0 ?

Latest should wait for stable releases.

RPC never got updated in quickstart so I opened a PR already for that: I'm going to update the horizon tag at the same time in that other PR, just because already updated the version there for our own testing. Normally it's these separate PRs are helpful and you should still open them in the future. |

We have just released the horizon v22.0.0 release candidate:

This commit updates the quickstart builds to use this version of horizon which is compatible with both protocol 21 and 22
