Add new container to run celery beat to manage schedule job
Add celery crontab to check and update domains status every 5 minutes. This task calls dimail API.
Send email notification to owners and admins of a domain when its status changes to failed or enabled.

Quand le domain passe de pending à actif, notification des owners/admins sur mail lié au user qui n'est pas le mail du domaine en question. Idem quand le domain tombe.
