What does this PR do?

• Refactor deployment scripts and docker build setup to support serverless deployments

This includes running an ephemeral strapi server on google cloud run, with both uploads and db data persisted to google storage bucket after container destroyed

How should this be manually tested?

• Please include the steps to be done inorder to setup and test this PR.
• Ensure any data required has been exported via yarn scripts strapi export
