This commit adds clarity into the things we do as a Working Group and also explains how a new-comer could participate with the Working Group. The "How to get involved" section is sorted in order of difficulty, where items on the top are easiest to complete and take the lowest commitment. Items towards the bottom require some degree of commitment. This is a first pass at documenting how we work, definitely room for improvements and other iterations here. 😀 Closes #296. As well - could we add a section about the podcast as a deliverable, and about the GitHub repo where we store shared assets?

I could add another section about the podcast, although I defer the shared asset repo to someone else with a better idea of how to explain it to our intended audience with the WG profile page. |

This Pull Request follows up on #296 and better documents the ways someone could participate with our Working Group. I split it up into four primary ways: the Taiga board, attend a meeting, facilitate a meeting, or take notes at a meeting. I also changed the bottom-liner to be a rotating seat, to ensure better distribution and equity of responsibilities across the team.
A screenshot of the rendered page with changes is below.
I am looking for feedback on the existing copy or making tweaks to what is here. If there is something missing or new to add, I would prefer to come up with the copytext for that first in a new issue, versus blocking this Pull Request on new content.
Thoughts, @sustainers/design-ux folks?
