Needed to support the next commit. Also introduces some warnings in cantools-messages test, but these are also fixed by the next commit.
Initially needed to update shlex to 1.3.0 and pass cargo audit failure on shlex 0.1.1 (RUSTSEC-2024-0006). Changes generated C bindings, size_t changed to usize so can remove some casts.
