Ao usar o Guzzle ^7.3 apenas devs com PHP ^7.2.5 conseguiam ter acesso aos últimos commits do SDK. Com o downgrade é possível utilizar o SDK com PHP ^7.1.

composer.jsoné mencionado que a versão minima do PHP é^7.0, então deixo como sugestão atualizar esse dado ou realizar outros downgrades buscando essa compatibilidade.
