| Ideally we never want to get in the situation where an end-user notices the error before we do. But we may be informed about a failed submission via Slack channels shared with LPAs, such as the ODP Slack workspace. |

Adding to the excellent 'how to resubmit' doc that already exists and spinning out a new doc with more information on how to start debugging failed submissions.
Also made some doc subfolders which will hopefully make it easier for folks to find the doc they are looking for!
