Description
In the tier4/autoware_launch repository, we will no longer inherit the CODEOWNER settings from autowarefoundation/autoware_launch. Instead, reviewers will be manually assigned. To implement this change, we will rename the CODEOWNER file (rather than deleting it, to avoid conflicts during future merges).
