New Party List backgrounds & various other updates

Includes my previous PR: #48

• Fixed rendering of Japanese text in Castbar and Status Icon tooltips.
• Added config for Inventory rows, columns, opacity and show count text.
• Added Tooltip scale config.
• Added giltracker options: Position Offset, Right Align (to have text appear on the right hand side left aligned).
• Added option to hide during events for: global, player bar, target bar, party list. Gives more control over what elements are hidden during an event.
• Added partylist options: Expand Height, Align Bottom, Min Rows.

Plus:

• Added support for tiled backgrounds in Party List that closer match game windows.
• Backgrounds: Window 1-8, Plain and -None-.
• Added Party list background and border color option, including alpha. Replaces the previous Background opacity.
• Added option to preview full party data when config is open.
• Added Party list titles (e.g Solo and Party) with option to turn them off.

Just added some new additions which add more options to the Exp bar, including a Limit Points mode and the option to show the bar inline next to the text.
