desk: migrate Tlon infrastructure to %groups

The following agents are proprietary, and thus belong in the %groups desk: %bait, %bark, %contacts, %genuine, %growl, %reel and %settings. These, together with associated files, are removed in this commit and separately added to the %groups desk.

The following agents remain: %docket, %hark, %storage, %treaty,
%vitals.
