Multi-iteration mkFit

• multiple iteration support is now available, covering 9 general tracking iterations of cmssw
  • per-iteration tuning is provided in a configurable way
• duplicate track cleaning is improved significantly by looser selections
• functionality to apply candidate quality selections and candidate cross-cleaning using shared hit is available to mach the functionality available in cmssw; a preliminary tuning is enabled for pixelLess and tobTec iterations
• most building steps were retuned: candidate ranking, hit selection
• hits on overlapping layers are added and are available in the output candidates
• significant old software cleanup is applied

Update for new TBB and cleanup of FV and CUDA

• #291 Backport of tbb cleanup (see details in the PR)

patch of V2.0.1 for AVX2 support

• fixes up support for AVX2, following the request in #277
• removes dependence on OpenMP

Candidate Scoring improvement

This release brings significant improvements in physics performance coming from updates in the candidate scoring.
