Summary

Need to apply the minimum allowed weight when shipments are less than 500 pounds. When shipments are less than 500 pounds, they are stilled billed at 500.

This PR adds PODFSC & PODFSC to both iHHG and iUB checks

How to test

1. Create an international HHG move (UB might not be ready for this yet)
2. Approve as TOO
3. Go in as Prime and make your actual weight less than 500 pounds, can be whatever
4. Create a payment request and at least add the fuel surcharge & linehaul service items to it
5. Go in as TIO and review the payment request
6. You should see the actual weight but it should read 5 cwt (500lbs)
