Summary

Adding some migrations to proactively populate our re_countries table as well as add/populate the new kid on the block re_country_prn_divisions

How to test

Fire up your server
Should see the migrations run
Verify you can see the re_country_prn_divisions table
Verify there's data in the re_country_prn_divisions table
Verify there's added rows to the re_countries table
