Removing the "automatic" generation of release notes from PRs: - The bash script to grab release notes from PR description does not work very well. - The bash script to parse release notes is yet one more thing. - The PR syntax/commentary area is often not used (not all PRs need a release note, probably something like 95% do not). We need to find a different way to handle release notes.
