Disabled all deployment package upload to S3 and S3 table creation

Address the following issue:

• closes Disable Deployment Resources Bucket #293
• Fixed an issue with the Deployment Manager crashing when a region has no carbon data.
• Changed default no grid carbon data to use US average.
