Import BSMs from RSU log file

Import a roadside-unit log file containing BSMs and IEEE metadata/signature information and publish the messages to Kafka.
- Build and run the ODE
- Upload a file to the ODE using either the web UI at
localhost:8080
or by dropping a log file in the ODE'suploads/bsmlog
directory. - Verify the messages are properly decoded by checking the message metadata on the web UI. For example, the generatedAt field should match the expected date (i.e. when the file was created). You may use the data files available at https://github.com/usdot-jpo-ode/jpo-ode
