The self-hosted runners inexplicably came back to life. Turning back on the NightlyTests on PR synchronization.

@vaughnbetz This brings back the NightlyTests on PR synchronize and when things are merged into Master. Somehow the self-hosted runners are working again. I still plan on going in and trying to upgrade their GitHub Action Runner versions to prevent this in the future and fix other issues; but now the CI is full back up (at least for now). |
