Description

This PR fixes the flakiness as observed in #14161.

When we start the zookeeper topo server, sometimes the first call to it fails with a connection error. This should be retried until it succeeds.

With the changes in this PR, the test passes over 100 times locally without failing -

I have run the Unit Test (mysql57) CI action 10 times too in this PR to make sure it doesn't fail on this test.
