Postpone waiting for dba grants after restore has succeeded

Description

This PR changes the point of time where we wait for the dba grants to be checked. Earlier we were doing this before the restore workflow had run, but it is better to wait for these grants after the restore has completed and we actually want to create the connections using the dba user.

Restore shuts down and restarts MySQL, so it is preferable to check the grants after all of this has completed.
Extension of the work done in #14565
