Includes the release notes and release commit for the v19.0.0-RC1 release. Once this PR is merged, we will be able to tag v19.0.0-RC1 on the merge commit.

• If a flag is removed, then it should also be removed from vitess-operator and arewefastyet, if used there.
• vtctl command output order should be stable and awk-able.
