Puppetboard 6.0.0 drops Python 3.8 support
CentOS 7 reached EOL in 2024/06, RHEL 7 is in ELS, both ship only up to Python 3.8 - newer versions require manual install. Both have already been removed from metadata.json

Update README to bump minimum Python version and remove CentOS/RHEL 7 related info
