  1. Issue 436 - add interpretation for 'large scale' 

    See Issue #436. This PR includes an adjustment to the text we reached consensus on in the 29 August meeting. Three changes:
1. Add description of the text replacements
2. Note 3: Additional replacement text for "user agent" with "user agent, or non-web software" as used in other places in the note.
3. Adjust replacement highlights in Note 4.

  2. Issue 436 - Add interpretation of 'large scale' definition 

    The term had some web-based language. Changed the language based on the [29 Aug. resolution](https://www.w3.org/2024/08/29-wcag2ict-minutes.html#r01) and further [editorial changes in Option 3] of the Google doc.  [Discussed Option 3 in the 5 September meeting](https://docs.google.com/document/d/1o6ruxbOKxAU6aWWz9Ac7P8DMi7lrIwXCy5DgvRzQZA4/edit) and agreed to update the text, as proposed.
