Summary/Motivation:

Add bipolar membrane capability. Includes BPEM + CEM + AEM

Changes proposed in this PR:

• Adding bipolar membrane. Builds of ED -1D
• Old PR for this required too many changes. Hence, creating a fresh one.
• Old PR for reference: Added bipolar membrane unit model and costing #1500
