This initial attempt does not incorporate any authority container struct. This is consistent with the current monkeypatch spec for nonce here:

https://wicg.github.io/anonymous-iframe/#spec-environment-partition-nonce

If this lands we should update whatwg/storage#144 to use top-level site instead of top-level origin.

This will also need a follow-up to set top-level site on the environment for service workers.
