Building from a branch without exactly knowing which commit it is might cause reproducability issues. From now on, if an input repo is not locked to a certain commit, an error is displayed and the build is aborted unless ALLOW_BRANCH_HEADS is set (e.g. in local.env).

This PR collects several adjustments in order to increase the reproducability of the pipeline.
Until know this is just a sketch, very much WIP.
