fix WCMP2 publish dates

Fixes #539

Note that the test results are updated because the message publishing now takes on the created date of the WCMP2 document. Note this uses pygeometa master branch (which we can tag on next release).

As well:

• minor docs updates
• silence curl progress output in CI
• add a try/except for wis2box metadata discovery failure
