A dictionary between text strings of license statements and URLs of license deeds.
The dictionary consists of two parts - one for open licenses, one for traditional copyright statements.
A license deed url is the canonical place where the content of the license is stored, e.g. http://creativecommons.org/licenses/by/2.0/.
