Maintain created & updated time and the schema version for notification templates

• Created & updated time would provide better audibility for the notification template records.
• Maintaining schema version will provide flexibility handle schema changes/improvements per record basis making the future on demand migration handling easier, rather having to enforcing the data migration for all the records in the table at once.

These data specially going to be helpful, during the on-demand and residual migration.

Describe the improvement
Introduce columns to maintain version, created time and updated time in notification templates and have the corresponding DAOs maintain those values.
