• 'quic' no longer builds on GHC < 9.6, so removed 'warp-quic' from CI on those GHC versions, and no longer supporting GHC 8.10.7. I think it's time to drop it; we're at GHC 9.12 almost

• seeing as 'threadDelay' doesn't guarantee immediate pickup, we shouldn't test that. Did extend the test to verify a trigger does at least restart the timer
