Base for Django app

This was produced for a company with folowing requirements:

• 3 types of users (user, organisation-admin, super-admin)
• super-admin can: create organisations, create admins, view all users, admins, organisations and view and modify forms
• organisation-admin can: add user to his organisation, modify form for his organisation
• user can: view & download PDF of a form from the organisation he is part of
