Basic goal/action systems can think and resolve actions and issue them to a turtle.

Requirements:

• Can take a mining turtle, give it a floppy drive and floppy disk and have it register with the backend
• Turtle can discover the plot it starts on and build the spawning settlement.
• Turtle can explore and discover plots aimlessly.

Bonus:

• Can build a mine
• Can dig at mines.
