We have modified hwdef so that the SERVORAIL voltage can be measured.

Both before and after this change I was able to see the "servovoltage" in Mission Planner's Tuning screen and that voltage seemed consistent with the "VCC Servo" pin as described on the JFB110 wiki page. I guess something has changed with this PR but in any case, I think that @jfbblue0922 knows what he's doing and so I'll merge this. thanks!
