[Bounty] Oozeling Membrane Murmur Ability

This PR adds an ability to Oozling slime cores. On a 25 second cooldown it will pick from a list of phrases to speak out in a rough 2 tile radius. Will allow the core to attempt to get the attention of others if they are close enough. This ability only works when you are dead and currently possessing your core.

Why It's Good For The Game

Currently, Oozlings in their core form are often ignored and left to "rot" on the ground. Despite the movement and subtle signs of life, many crew members fail to recognize that these cores are sentient and capable of revival. This misunderstanding leads to Oozling players being unintentionally abandoned.

The introduction of the Oozling Membrane Murmur ability aims to address this issue by giving the core a way to actively communicate its need for help. By allowing it to talk on a cooldown it will be possible to get other peoples attention assuming they can even hear you. If you are deaf you won't notice. By providing a clear signal, the Membrane Murmur encourages crew members to recognize the Oozling core as a player in need of assistance and to take action, such as bringing it to medbay for revival.
