[IDB Ignore] Ports like 10 or 12 of my PRs from TG, also makes Silverscale blood Silver

This started by making Silverscale blood Silver, but then I ported one fix, but then I figured if I was already I should just do most of them.

• Silverscale blood is now Silver and glows slightly, the glow decays rapidly.
• Fixes emotes being janky for blind/deaf people.
• Coughing and yawning emotes are now runechat only.
• Adds a visual effect for breathing cold air.
• Fixes Jellyperson / Slimeperson hair.
• Improves examine text in a few places. That's a pair of gloves rather than That's some gloves.
• Bloody items now accurately report what they're bloody of. That's an oil stained toolbox.
• Changes the animation for status effects popping up.
• Moves the hunger bar out of "alerts" and by the mob mood face.
• MODsuit charge now us es the spacesuit charge UI element.
• Social Anxiety stutter is less harsh.
• Smoker cough is less harsh.
• Fire overlays get stuck less now.
• Basic bots salute other bots way less often.
• Rats bite cables way less often.
• Being temp. deafened (flashbangs) makes you shout.
