WARN only migrators

WARN-only migrators are those which detect presence of configuration, and it's deviation from default values, but doesn't actually migrate.

These serve as placeholders for areas of source server configuration for which the migration was not implemented yet, or is impossible (no target server counterpart).

Such migrators typically create ManualAction and show messages to the user about what is not being migrated.
