WDL fixes

• Ensure defaults for inputs are propagated through InputSelectors within a StringFormatter in WDL.
• Ensure imports in WDL are not appearing multiple times.
• Don't create an output folder when to_disk is False (this changes the behaviour that job files are not generated when to_disk=False.
• More consistent debugging messages when WDL input selectors are incorrect.
