Due to how Github secrets work with PRs coming from forks (hint: they don't work) we cannot run this workflow for PRs until we either change the tests to avoid needing to run in forking mode hence avoiding the need to provide MUMBAI_RPC_URL or changing the RPC to be public instead of a GH secret.
