  1. Removes potentially destructive code. 

    * Removes PBCoreIngester.delete_all method.
* Modifies PBCoreIngester.load_fixtures to not delete anything.
* Adds guard clause on PBCoreIngester.load_fixtures that raises an error
  when run in production.
