Introduce the migrations namespace

This refactoring is the first of two PRs that are both preliminaries to the DigiSubs migration work.

Here we simply isolate in the code that is specific to migrations into the namespace

pricemigrationengine.migrations

This is performing some tidying up and avoid putting more migration specific code into the *.model namespace.
