Summary
Github actions is unable to run npm ci due to npm/cli#7657 this is caused by an issue with the newest node release: nodejs/node#53902.
Follow recommended fix in bug: downgrade to v22.4.1 (see nodejs/node#53902 (comment)) until they release a patch
