Design discussion issue #4484
Follow up to #4537

This PR addresses some leftover comments from the previous PR.

Changes

  • cleanup Changelog
  • add comment to const.
  • remove unused const.

Merge requirement checklist

  • CONTRIBUTING guidelines followed (nullable enabled, static analysis, etc.)
  • Unit tests added/updated
  • Appropriate CHANGELOG.md files updated for non-trivial changes
  • Changes in public API reviewed (if applicable)

I think we should refer to specific version of semantic conventions here. (Needs change before release)
