Multiple in-app and mail notification generated for Share Expired event of resource inside Project drive

Describe the bug

Multiple in-app and mail notification create for share expire for project space resource. It is flaky too(sometime one notification comes for share expiry, sometime 2 notification come)

Steps to reproduce

1. user Alice created resource folder inside space ShareSpace
2. Alice shared resouce folder of space ShareSpace to user Brian
3. total 2 notification should be present at Brian side one for share and next one for share expire but total 3 notification is present

Expected behavior

only one notification per action

Actual behavior

Two notifications are created for share expire event
