fix(drivable_area_expansion): disable by default #639

Description

Disable the dynamic drivable area expansion in the default configuration of the behavior_path_planner.

Tests performed

Not applicable.

Effects on system behavior

Drivable area will not be dynamically expanded. This is usually fine for car-sized vehicles but it should be turned back on for larger vehicles.
