What determines an agent's start time?

I understand the duration/end time specified in the population/plans.xml is used for scoring, but what actually determines the agent's start time and can it be specified (not by manually modifying the events.xml)? Thank you.

The start time at an activity is the end time at the previous activity plus the travel time. Since no agent (just like no human in real life) has perfect knowledge about the whole scenario (e.g. how fast will the agent make it through traffic? How much exact delay will (s)he experience?) this is not known in advance.

It may, however, happen that an agent arrives at an activity before it is possible to start that activity (e.g. a shop is not open yet; you can specify this in MATSim by opening times of facilities). Then, the agent will idle until performing the given activity becomes possible.
