What does this indicator measure?

Definition: This indicator defines people without school education as those in a territory that didn’t complete an educational program. Following this criteria, the measurement is focused more on the lack of completion of academic programs rather than illiteracy.

Calculation:

  • Unit of measure: People who never attended school or didn't end a school program.

Numerator: # of people who never attended school.

Denominator: Total population that lives in the territory.

Comments and limitations: An alternative to this indicator is the illiteracy rate, which measures the percentage of people in a territory that doesn’t know how to read and write. The reason to not use that indicator is that in the framework is considered a vulnerability to having illiterate people in a territory and having a low completion rate.
