Rate of people forced to return

Definition: The process of return is when a people return to their state of origin, transit, or another third state. It is considered a forced return when a person goes to the state of origin, transit, or third state by an administrative or judicial act. It’s the opposite of a voluntary return, which is when a person moves to the country of origin, transit, or third country by their own will (Council of Europe, 2015).

- Formula:
Numerator: # of people forced to return by territory of origin.
Denominator: Total population that lives in the territory. This figure can be measured through a census or by official projections.

Comments and limitations: There are two ways of measuring this indicator: by the territory where the returnees arrive to the country (place of the airport or reception center) or by the territory of origin of the person (where they were born or by habitual residence place).
